Mod, Moerator....same thing. They aren't admins and can't change the site around. They can remove/edit posts, lock threads, sticky them, etc.

If the admins think they need more mods they'll discuss it and add them as they see fit.

Some mods can only moderate certain areas (we have none right now) and others are "global" and can moderate the entire forum (Bobrob2004 and GoGetEmTigers fit this description).

I mistyped that, I meant mods.

Yes although they needn't apply. Asking to be made a mod will not increase your chances. It may decrease them, but it certainly won't increase them.

Mods are not added very often and most members on most sites never become mods so it's not something to anticipate. If it happens it happens.

Just because a user isn't selected doesn't mean they aren't a good user. Mod positions only open up rarely and when they do a certain type of mod is needed. If, for example, a mod was needed for the movies section we would select someone who is very knowledgeable about movies even if they weren't the most intelligent of baseball fans and most of their posts have nothing to do with baseball over a baseball genius with 10s of thousands of posts but little knowledge of movies.
