First instinct would say Ryan. Let me look up Bell...

Bell seems to be doing good. 2 saves in the first 3 games. Struck out the side the first save. Has good stuff, too.

Really, they are fairly even. Ryan has the health issue, but if he's healthy, he should get about 40 save opportunities. I don't expect the Padres to win a lot of games which would limit Bell's save opportunities, but he should get around 40 also. Both about a batter an inning, Ryan might have a slightly better ERA, but again, he might pitch less innings. The safe choice might be with Bell.
