Hay que = it's necessary that, you should, it's important to, etc.
hablar = to speak
español = Spanish (bobrob was right)
siempre = always.

So...Yes! Spanish should always be spoken.

My sister wants me to learn Spanish, move to California, and become a cop. Because you can make twice the amount as a cop there as you can here.
